Job Description:

Essential Job Functions

  • Leadership:
  • Builds strong relationships and trust throughout all branches and departments, set an excellent example for your employees to follow.
  • Ensures that employees fully understand their roles, responsibilities, and performance standards/expectations and provides ongoing feedback and support as employees strive to achieve expectations.
  • Responsible for creating and maintaining a stable and cohesive working environment. Must possess the ability to build trust and respect with employees, peers, and membership. Interactions and actions at work should result in a high level of morale and motivation building among team members. Must understand how to raise the motivation level and pro-actively identify issues that might lower morale.
  • Takes actions that resolve conflicts in a manner that is best for both the organization and the individuals involved. Addresses complaints, errors, and problems quickly and effectively. Keeps all involved parties informed of the resolution status. Must hold staff accountable when standards, goals, and job functions are not meeting set expectations and conduct appropriate level of corrective action or performance planning when necessary. Applies good judgment regarding when to take immediate action and when to consult others about an appropriate response to behavior patterns or unacceptable incidents. Demonstrates consistency in all actions.

 

  • Compliance Management Program:
    • Ensures credit union compliance with statutory and regulatory requirements through the implementation of a Compliance Management Program (CMP).
    • Develops initiates, maintains, and revises policies and procedures for the general operation of the CMP and its related activities to prevent illegal, regulatory, unethical, or improper conduct.
    • Consults with management as needed to resolve difficult legal & regulatory compliance issues. Ensures that compliance issues and concerns within the organization are appropriately evaluated, investigated, reported and resolved in a timely manner.
    • Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends.
    • Works with the Training Manager and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees and ongoing training for all employees and managers.

 

  • Bank Secrecy Act (BSA) Program:
    • Ensures internal policies, procedures, and controls are designed to comply with BSA/AML, CIP and OFAC laws and regulations.
    • Annually review and revise BSA/AML risk assessment based on products, services, members, entities and geographic locations.
    • Works with the Training Manager and others as appropriate to develop an effective BSA training program, including appropriate introductory training for new employees and ongoing training for all employees, including Board and Audit Committee members.
    • Responsible for ensuring an independent audit of the Credit Union’s BSA Program occurs annually. Schedules, participates and supports all efforts of the engagement, including creating action plans to timely resolve any noted findings.

 

  • Risk Management:
    • Identifies potential areas of compliance vulnerability and risk, develops and implements corrective action plans for resolution or problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
    • Maintains and promotes an understanding of new and existing compliance issues and related policies and procedures.
    • Primary contact for compliance matters for the Credit Union’s Safety & Soundness exam.
    • Oversight of the Complaint Management program. Reviews feedback and formal complaints, looking for trends of non-compliance or UDAAP concerns.
    • Oversight of the Compliance Marketing Review program to ensure regulatory compliance in partnership with the Marketing team.
    • Maintains awareness of the ever-changing regulatory environment and disseminates information as applicable. Works closely with the Chief Risk Officer to analyze and mitigate emerging risks.

 

  • Reporting & Collaboration:
    • Ensures proper reporting of violations or potential violations to management as appropriate or required.
    • Organizes and leads the quarterly Compliance Committee meetings.
    • Quarterly reporting to the Board of Directors and Audit Committee.

Preferred Qualifications and Skills:

  • 3-5 years of managerial experience; emphasis on banking compliance management/leadership are preferred
  • Certifications related to BSA/AML or other Compliance related areas are preferred
  • Strong knowledge of financial institution operations and internal control structure needed to support the operations
  • Ability to communicate with others one-on-one and in groups, fielding questions and responding to complaints.
  • Ability to motivate and influence others, foster sound relationships, present a trustworthy and diplomatic image, and deal effectively with others concerning topics of a sensitive nature.
  • Ability to define problems, collect data, establish facts and draw conclusions while dealing with a variety of abstract and concrete variables.
  • Ability to write reports, correspondence, policies and procedures.
  • Ability to work independently.
  • Knowledgeable of regulatory compliance
  • Ability to communicate with 90% of member/employee base, and must speak and write fluent English.

Physical Demands

  • While performing the duties of your job, you may regularly be required to sit/stand and use a keyboard, mouse, phone, and multiple monitors for an extended period (including repetitive motions with hands, fingers, arms, etc.).
  • You may be occasionally required to lift and/or move up to 25 to 50 pounds.

Annual Salary Range: $79,900-$126,500

Location: Kennewick, WA (Hybrid-Remote schedule option available)
