Job Description:

DUTIES & RESPONSIBILITIES:

  • Continually ensure the credit union’s compliance in all areas, including (but not limited to):  Bank Secrecy Act, US Patriot Act, Anti-Money Laundering, OFAC (Office of Foreign Asset Control), SAR (Suspicious Activity Reports), and CIP (Customer Identification Protocol), SAFE Act, TILA-RESPA (TRID), HMDA, and all pertinent regulations.  Audit samples of these reports submitted by their respective departments in the Credit Union.

 

Essential Functions:

  • Coordinate, control, and monitor all regulatory and policy compliance throughout the credit union.
  • Perform daily, weekly, monthly and annual duties to ensure compliance maintenance.
  • Provide reports to the credit union’s Supervisory Committee on compliance issues.
  • Provide monthly reports to ALCO, Board of Directors and Supervisory Committee tracking compliance with all policy requirements.
  • Ensure that any change in policy or procedure for compliance purposes is clearly communicated to impacted departments, or the Credit Union as a whole.
  • Maintain the Credit Union ’s policy manual, ensuring that policy owners update their respective policies in time for the Board meeting for the month due and review all policy updates for compliance with all regulatory requirements.
  • Responsible for the Credit Union ’s record retention policy and procedures in accordance with regulations and laws.
  • Act as a liaison between the Credit Union and auditors/examiners for compliance-related audit or regulatory exam inquiries.
  • Ongoing review, maintenance and establishment of compliance documentation including policies and procedures with appropriate controls.
  • Advise credit union management of emerging compliance issues.
  • Provide for or personally conduct appropriate compliance and regulatory training for all Credit Union personnel and the Board of Directors, including required annual BSA training.
  •  Serve as “owner” of the Credit Union ’s vendor management system, reviewing periodically for any items requiring updated documents or contacts.
  • As the designated BSA Officer for the Credit Union, conducts high-risk member reviews utilizing core system, reports, databases, Verafin and other system applications.  Analyzes and monitors high risk accounts and business account structures for irregular transactions. Responsible for research preparation, investigations, and suspicious or fraudulent activity reviews. Performs various quality control reviews and monitoring pertaining to the Bank Secrecy Act, USA Patriot Act, Anti-Money Laundering Program, OFAC, 314a and Customer Identification Program compliance using industry standard and regulatory guidance to ensure the Credit Union’s compliance e􀃧orts are maintained on a prioritized and scheduled basis.
  • Other duties as assigned.

 

SKILLS & COMPETENCIES:

  • Strong analytical and evaluative skills
  • Ability to successfully communicate and build positive working relationships at all levels of the organization
  • Ability to communicate clearly, accurately and concisely in written and verbal form
  • Ability to construct and document policies and procedures
  • Strong PC Skills, including Microsoft Office suite (with particular emphasis on Excel, Word, and Power Point).  Experience with Symitar a plus.
  • Experience with Verafin a plus.

 

QUALIFICATIONS/EDUCATION:

  • 5 years’ experience in financial institutions
  • High school or equivalent required, college degree preferred
  • Experience in regulatory compliance
  • Thorough knowledge of the Bank Secrecy Act (BSA)
  • Strong technical research and writing skills
