Job Description:

ESSENTIAL JOB FUNCTIONS

  • Functions in capacity of Compliance Officer for Bank Secrecy Act (BSA), CIP, SAR, ALM and is responsible for administrating compliance with the Office of Foreign Asset Control (OFAC) and FinCen regulations.
  • Conducts BSA, OFAC, and Red Flag risk assessments and recommends adjustments to programs to manage risks within set tolerances.
  • Manages the department staff and budget, and optimizes department processes.
  • Develops and coaches staff.
  • On an ongoing basis, review, develop and implement procedures pertinent to laws and regulations that impact the credit union’s compliance requirements as to Bank Secrecy Act, Patriot Act, and Identify Theft Prevention Program (ITPP).
  • Responsible for fraud mitigation; fraud prevention training and internal fraud prevention.
  • Monitors the performance of the ant-money laundering and BSA/OFAC compliance platform and tunes parameters for optimal results.
  • Ensures department staff thoroughly manages AML and fraud alerts, SAR and fraud cases, and completes regulatory filing within required timeframes.
  • Responsible for investigating and assisting law enforcement with matters related to fraud cases.
  • Assesses risk potential of current procedures and recommends new procedures that will minimize loss exposure.
  • Works with management and staff to ensure policy and procedures are communicated to impacted departments, or the credit union as a whole, with clarity. Works with appropriate staff to ensure new procedures are understood and implemented.
  • Serves as liaison with outside auditors, regulatory examiners, attorneys, and other resources to ensure compliance with BSA/AML/OFAC and Red Flag requirements.
  • Identify improvement opportunities and provide recommendations to modify detection techniques without negatively affecting the member experience or fraud exposure.
  • Build and maintain positive and professional relationships with business units and support departments.

OTHER CRITICAL JOB & MANAGEMENT DUTIES

Technical

  • Internal Environment: Proactively promotes an environment of good member and employee relations, assuring department employees demonstrate courtesy and friendliness.
  • Other Duties: Serves on various teams, including committees and other duties and projects assigned by executive management.

Supervisory

  • Performance Management/Evaluations: Make frequent observations within department, takes note of employees’ attitude, performance, tardiness, and team effort. Includes oversight of employee performance, evaluation, and training needs. Training: Evaluate department needs and ensures employees are properly trained. Makes recommendations to the COO as necessary. Effectively communicates to staff policies and procedures.
  • Staff Relations: Assures an atmosphere of cooperation and teamwork within the department and with other departments.
  • Quality: Accountable for the quality of work within the department.
  • Workflow Management: Effectively manage work flow on a daily basis developing reporting systems for monitoring the completion and quality of work.
  • Scheduling: Assigns, directs, coordinates, and reviews work within the department.
  • Quantity: Maintains the highest level of productivity with the resources available.
  • Positive/Professional Image: Provide consistent quality service and project a positive and professional image of the credit union to internal and external staff, members and community members.
  • Training/Education: Personal participation in continuing education.
  • Office Hours: Keep consistent and usual office hours in keeping with Credit Union practices. May work additional hours, including Saturdays, holidays, etc. as may be required or needed.
  • Responsible for business continuity planning for department functions.

Management

  • Keeps Executive Management Informed: Maintain ongoing communication with the COO concerning activities of the department, and reports pertinent problems, irregularities, new developments, changes and other important information. Issues periodic reports to Executive management and the Board in an accurate and timely manner.
  • Records/Reports: Assures department reports, records, and statistics are consistently and carefully maintained.
  • CU Goals: Helps achieve credit union goals by meeting minimum standards for the department, effective cost management, and adherence to policies and procedures.

 

 

Compliance

  • Policies/Procedures: Ensures department policies and procedures are maintained and up-to-date. Responsible for Credit Union procedures ensuring compliance with BSA, OFAC and Red Flag regulations.
  • Compliance Assurance: Assures employees adhere to internal controls to ensure compliance with credit union goals, objectives, policies, procedures, and applicable laws and regulations.

JOB RELATIONSHIP

  • This position reports to the COO. Directly supervises 2 employees. Has day-to-day contact with other employees, managers, members, the executive team, board of directors, vendors, and representatives of outside organizations.

MINIMUM QUALIFICATIONS

  • Five or more years of BSA/AML and/or fraud detection/investigation experience at a financial institution, regulatory agency or law enforcement agency
  • Related professional certifications such as CAMS and CFE
  • Bachelor’s degree is desirable

  • Must demonstrate proficient use of Microsoft Windows, Outlook, Word and Excel spreadsheets and other business skills appropriate to the position requirements.
