About the Trainers

Hal Scoggins

Shareholder • Farleigh Wada Witt

Hal Scoggins has been with Farleigh Wada Witt since 1991 and practices in the firm’s Financial Services and Debtor/Creditor groups. He represents credit unions, banks, and other financial service providers on a variety of issues related to structuring and delivering financial services to consumers and businesses.  Hal lends expert counsel on state and federal regulatory compliance matters, examination and regulatory enforcement issues, governance, payment systems, contract negotiation, and dispute resolution.

Hal provides consumer and business loan and deposit account documentation and disclosures, and helps clients resolve account disputes and other operational challenges.  He is currently vice-chair of the Credit Union Committee in the American Bar Association’s Business Law Section.

Kelley Washburn

Kelley Washburn has seen the financial services industry from all angles: she worked on the regulatory side at the Oregon Department of Justice in the Financial Fraud & Consumer Protection Division, the internal and operational side with a national bank, and now the advisor side as a regulatory compliance attorney.

With a background in banking and business, Kelley brings considerable experience and working knowledge in the areas of consumer and commercial law relevant to assisting financial service providers on matters related to legal compliance. She monitors federal and state financial services regulatory changes and legislation that affects financial service providers and contributes updates for the firm’s Compliance Smart program.

Brian Witt
