Under the new surcharge rules for credit cards, can a consumer be charged for using their debit card in a pin-less transaction (like buying a cup of coffee)?
No, consumers will not be charged for these types of transactions. Under the new rules, a merchant can only impose the surcharge on credit cards, not debit cards being run as credit. In addition, the merchant has to disclose that the consumer will be charged a surcharge for using their credit card.
